She looks like she may have been a kit or reproduction doll that was made to look like the antique German pocket dolls (she appears to be about 6 inches tall????)

Her hair looks to be synthetic (just from the sheen in the photo--I would need to feel it to verify that). Her face looks very freshly painted and the colors are much more modern than a true antique would show.

The string used in her body looks also newer (1980s or later), of course if she was a true antique she could have been restrung, but since everything else points to newer, I would think the stringing is original.

She is quite sweet! The number is (most likely) the year she was made or the mold number.

There are thousands like this out there so getting a 100% ID on her may be almost impossible.

There is a Facebook group I like when I am stumped and you can see if they can help you. The group is called Porcelain doll collector's + accessories buy and sell. You have to ask to join and post several photos (be sure to show a full on front and back along with the one of the mark).

Hopefully there someone can give you a 100% ID of your sweet gal.

Post back when you learn more and if you are asking to sell, I can offer tips and hints!

I would guess from the look of it and the strings that attach the head to the body it is a doll kit a person has made. The true value in the doll is in the eyes of the beholder and that is you.

If you love the doll then it is up to you to cherish the doll and hold on to her.
