Submit the picture to the customer service department of Gund and Applause. They made a lot of toys back in the 1980s and 1990s

It may be a Disney. What does the body look like?

If you had pictures from all sides, I may be able to help or there is a toy ID site I adore on Facebook. They may know quicker than I would. You have to ask to join, but they are a great and very smart bunch of toy fans.

it looks very 'kawai' to me, which is a Japanese style of neotenous art that emphasizes round head, eyes, etc.

Very unusual but difficult to identify a brand without a little more information.

You will need more pictures:
Maybe one from over the top to be able to see the complete toy.
Bottom also - any tag? even a piece or spot where a tag used to be?
Also the measurements and any information on age that you may have.
Is the stuffing soft?
