You could have a clogged pump or hose.
Ours was the timing device when we had this issue. It was an old washer and three times they tried to fix and it never worked.
Have you tried to manually click it full into the spin cycle--one click which ever way yours goes? I did that for 2 years until we could budget to get a new washer. It was a pain, but it worked and got it to spin.
